JOB DESCRIPTION

SUMMARY OF DUTIES:

The Financial Aid Director leads a highly motivated and professional team that provides superb customer service to students and parents seeking to secure financial resources for college. The Director is responsible to ensure compliance with Federal Financial Aid regulations and provide leadership in Financial Aid policy development for the College. The Director is responsible for the ongoing development and management of the Office of Financial Aid and its staff, and to enhance the availability of funding sources to UTTC students. The Director evaluates and improves office effectiveness and stakeholder satisfaction, manages and enhances interdepartmental relations and advocates for the resolution of student difficulties involving financial aid, including using professional judgment according to UTTC policy.

Performs the following duties:

1.Compliance and Policy Leadership
* Responsible to monitor operations to ensure the Office of Financial Aid complies with all federal, state and accrediting body guidelines and regulations.
* Represent the Office of Financial Aid to College administration in coordination with the Director of Enrollment Services and the Vice-President of Student and Campus Services.
* Responsible for development and maintenance of institutional policies and procedures for the Financial Aid Office.
* Oversee implementation of established institutional policies and procedures in order to provide for the accurate disposition of student financial aid
* Provide assistance to auditors and program reviewers in evaluating compliance with applicable regulations. Implement improvement plans as required.
* Coordinate the implementation of internal controls to reconcile the accounting of various financial aid programs including Title IV Financial Aid funds.
* Conduct routine audits to ensure accuracy of financial aid operations.
* Maintain expert and up to date knowledge of current Federal financial aid regulations.

2. Student and Stakeholder Service

* Use professional judgment in responding to students’ circumstances.
* Resolve individual financial aid problems with students as needed.
* Maintain personal availability to provide on-going advice and assistance to students, including resolution of complaints and concerns.
* Use quantitative and qualitative data to evaluate stakeholder satisfaction and maintains a high level of service to both internal and external customers to ensure exceptional customer satisfaction.
* Organizes and chairs the Financial Aid Appeals Committee to provide recourse for students denied funding by UTTC policies.

3. Strategic Office Management and Staff Development

* Responsible to organize and direct the activities of Financial Aid staff, work-study employees and all activities related to the administration of student financial aid.
* Promote and maintain a motivational environment through team building to provide the highest level of service to all students and staff.
* Monitor program functioning, and create periodic progress reports. Apply corrective action when necessary.
* Identify staff training needs and promotes both in-house and off-site staff trainings to foster personal and professional development and growth.
* Conduct performance appraisals for subordinate staff.
* Responsible for preparing a departmental budget and controlling budget expenditures.

4. Interdepartmental Relationship Management

* Ensure timely exchange of information and data between Financial Aid and the UTTC Finance Office.
* Plan and coordinates inter-departmental activities to assure success in all aspects of FAO operations.
* Participate in and contribute to inter-departmental meetings.
* Provide accurate documentation regarding program administration to other departments as needed.

5. Program and Funding Development

* Assume leadership in identifying and developing new programs and funding sources for UTTC student financial aid.
* Provide leadership to the Scholarship Committee in the management of institutional scholarship resources.
* Annually evaluate staffing levels, division of responsibility and organizational structure with respect to student enrollment, current financial aid needs and funding availability.
* Other duties as assigned.

6. Core Duties (for all Financial Aid Staff)

* Assist students in completion of Free Application for Federal Student Aid, Scholarship applications and other financial aid paperwork, including verification. Provides students with needs analysis documentation.
* Answer student inquiries accurately and courteously, consistently assisting students to access all relevant financial aid services, including locating additional funding sources and social services.
* Maintain a financial aid advising relationship with assigned students and vocational advisors.
* Collect, rout and processe faxes, documents, phone and email messages.
* Accurately use Jenzabar and PowerFAIDS software as well as paper filing system to meet institutional documentation policies.
* Maintain an accurate knowledge of Title IV Financial Aid regulations.
* Represent the Office of Financial Aid on UTTC committees as required.

WORKING CONDITIONS:

General office conditions. Normal working hours are from 8:00 am until 5:00 pm with one hour for lunch. Additional hours will be required to attend meetings or completion of reports as the need arises. Will need to travel to attend workshops/conferences with some overnight stays. Will need to be able walk up and down stairs.

MINIMUM QUALIFICATIONS:

* Bachelor’s degree in Education Leadership, Public Administration, Human Services or related field. Masters degree preferred.
* Proven knowledge of Financial Aid rules and regulations.
* Four years work experience in higher education or related field with increasing levels of responsibility.
* Excellent computer skills, excellent verbal, written and interpersonal skills and general familiarity with common business practices and procedures.
* Demonstrated ability to interact with customers and coworkers in a professional manner.
* Able to balance needs of multiple stakeholders and many different tasks in a professional manner.

Preference will be given to bona fide American Indian applicants in accordance with UTTC policies and Federal Indian regulations for such preference.
