Job Purpose
Directly responsible for administering and managing multiple donor-directed non-scholarship programs including, but not limited to, the Andrew W. Mellon Foundation Faculty Enhancement Program, the Andrew W. Mellon Foundation Research Program, the Alfred P. Sloan Foundation STEM Fellowship Program and the Nyswander and Blanchard Faculty Fellowship Programs
Job Context
The continued growth and development of tribal colleges and universities (TCU’s) create a need for support in areas other than scholarship. These areas most often include building infrastructure and intellectual capital within the TCU. In line with the Fund’s Mission, this position provides for the administration of several programs that support increasing the overall capacity of TCUs.
The very nature of this position requires a strong belief in and support for education in Native communities. In order to recruit, administer and support TCU faculty, the incumbent must provide assistance to candidates and subsequently the recipients of the various awards, including helping them understand the importance of completing the fellowship requirements and understanding the positive impact the program has on their TCU. The incumbent must also provide support and assistance (where appropriate) during those times when completion of the program’s requirements is challenging. This can best be achieved by somebody who has excellent program management skills and is familiar with TCUs and the American Indian communities they serve.
Job Responsibilities
1. Ensures that each program has a sufficient pool of qualified applicants to support a competitive award process.
a. Identify, contact and recruit qualified potential applicants for all fellowships;
b. Obtain complete applications by due dates. Ensure that all applications being considered for fellowships are complete and meet the program requirements or exclude them from the pool;
c. Manage all aspects of the fellowship selection process, including follow-up communication with all awardees and candidates who have applied.
2. Develops and implements activities necessary to achieve programs’ objectives.
a. Provide ongoing support to fellows and TCUs in order that fellowship objectives are successfully met;
b. Monitors and manages programs’ budgets and ensures programs’ objectives are met within budget constraints;
c. Develops and manages timelines to meet established programs objectives, assuring that milestones are on track and reporting is on time;
d. Creates comprehensive and timely reports for donors that demonstrate outcomes and impact of grants;
e. Assures program documentation is organized, timely, accurate, and accessible to all who may need it, including the fundraising, accounting, and management teams;
f. Develops requests for proposals for program consultants and evaluators;
g. Develops contracts needed to meet programs’ objectives;
h. Manages relationships with all contracted individuals and organizations related to the grant programs being managed.
3. Evaluates programs throughout the programs’ processes and, if necessary, recommends and implements appropriate corrective actions.
a. Continually seeks feedback from Fellows, TCU administration, and external program evaluators (for programs that require and external evaluator);
b. Disseminates information about program administration and progress for fundraising and public education purposes;
c. Documents and communicates program achievements and challenges.
4. Assists in development of future and ongoing program grants based on the needs of the Fund and the tribal colleges and objectives of donors.

Job Requirements
Competencies
• Knowledge of doctoral or other terminal degree attainment process;
• Experience with grant writing and reporting;
• Program evaluation experience;
• Incumbent must be able to work independently to design, plan and implement activities associated with grants received;
• Excellent computer and internet research skills;
• Demonstrated experience with grant budget management and timelines;
• Knowledge with fundraising and philanthropy;
• Excellent organizational skills and attention to detail;
• Demonstrated writing skills;
• Good presentation and interpersonal communication skills;
• Demonstrated ability to develop and maintain positive professional relationships with various constituents related to programs;
• Familiarity with tribal colleges and American Indian culture, education and communities;
• Knowledge of process for publishable research.
Education / Experience / Certification Requirements
Bachelor’s degree;
3 years experience with grant budget management and timelines.
Preferred Qualifications: Master’s or Doctorate Degree

Interpersonal Contacts
This position has an extremely high intensity of interpersonal contacts. The incumbent will develop and foster relationships with their team, all members of the Fund, administration and staff of TCU’s, past, present and potential future Fellows as well as staff and administration for donors.
Consequences of Error
Large Monetary Impact. Potential errors create costs that cannot be mitigated. This includes loss of donor relationships, fines, and other expenses that cannot be recouped directly. Errors would typically create a cost of over $50,000.
Responsibility for Work of Others
The Program Officer provides shared supervision and performance evaluation for the Program Assistant, a position that directly reports to the Program Director. Supervision includes assigning work, assuring an appropriate work load, leading a team process, providing guidance on priorities, and reviewing work for professional quality.
Direction Received
Minimal supervision. Consults supervisor concerning unusual problems.
Essential Physical Requirements
Ability to lift twenty pounds. Ability to work under tight deadlines and on multiple projects simultaneously, with minimum supervision. Travel will be necessary to tribal colleges, events, conferences, etc.
