JOB DESCRIPTION:

OPERATIONS ENGINEER
Summary:
This is advanced professional and administrative work assisting in the planning, organizing implementing and directing public works programs in the areas of public building maintenance, street and sidewalk construction and maintenance, public parking, traffic control, solid waste disposal and recycling, vehicle and equipment maintenance, water and wastewater collection and treatment, cemetery and public contract administration. Work is performed under the managerial direction of the Public Works Director. Provide the supervision directly or indirectly of all employees of the Public Works Department.

Supervision Received: Director of Public Works/Engineer

Supervision Exercised: Exercises supervision over Public Works Department personnel directly or through subordinate supervisors

Essential Job Functions of Work and Duties:

Assists in planning, organizing, prioritizing, and directing the activities of the department; implements operational policies, goals and objectives for the department.

Plans and participates in technical and administrative studies and reviews reports of program needs and accomplishments.

Maintains records and prepares reports on a variety of subjects; oversees special projects such as water and wastewater management, sanitation collection, landfill operations, cemetery, waste site clean-up and the like.

Prepares plans and specifications for work projects, equipment, materials and the like.

Assists in evaluating needs for facilities and services in the assigned areas of responsibility; assesses financing possibilities and available resources in relation to needs; recommends priorities accordingly and develops programs to obtain objectives.

Establishes and maintains good working relationships with other departments, community groups and agencies and the media.

Participates on various city and community committees, task forces and the like; attends a variety of meetings related to the work.

Serves as acting director in the Public Works Director’s absence.

Performs other related duties as assigned.

Thorough knowledge of modern principles, methods, practices and materials in planning, designing, operating and maintaining public works services.

Thorough knowledge of federal, state and local laws, regulations and standards relating to public works operations.

Thorough knowledge of safety standards and precautions pertaining to the use and operation of heavy equipment, waste disposal, street maintenance and repair and the like.

Thorough knowledge of city streets and locations.

Thorough knowledge of effective managerial practices and methods.

Ability to assist in planning, organizing, prioritizing, coordinating, assigning and evaluating the work of subordinate employees.

Ability to maintain effective public works programs.

Ability to assist in assessing overall departmental effectiveness in carrying out its mission.

Ability to assess and define training needs of subordinate personnel.

Ability to communicate effectively, both orally and in writing.

Ability to maintain records and to prepare reports.

Ability to establish and maintain effective working relationships with other employees, city officials, other safety and community agencies and the general public.

Ability to operate a motor vehicle.

Ability to walk around buildings on uneven terrain and climb the stairs and ladders.

Ability to visually detect a variety of public works engineering problems and defects.

Ability to perform 24-hour standby duty for public works emergencies in the City.

Ability to work from sketches, diagrams and maps.

Education & Experience:

Possession of a bachelor’s degree in civil engineering and three years of supervisory experience in a field related to public works; or any equivalent combination of training and experience that would be expected to lead to registration as a civil engineer in the state of North Dakota.

Necessary Special Requirement:

Registration or eligibility for registration as a professional engineer in the state of North Dakota; valid North Dakota driver license or the ability to obtain one within thirty days.

Desirable requirement:

Registration or eligibility for registration as a land surveyor in the state of North Dakota.

Equipment Used in Job Performance:

Engineering equipment, computer, calculator, construction inspection equipment, GIS, CAD, surveying equipment, motor vehicle, mobile radio, telephone.

Physical Demands:

Work is performed in both office and field settings. Outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. While performing the duties of this job, the employee is required to stand, walk, use hands to finger, handle, feel or operate objects, and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and smell. The employee must often lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.

While performing the duties of this job, the employee occasionally works In outside weather conditions. The employee occasionally works near moving mechanical parts and fast moving construction equipment and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock or radiation, explosives and vibrations. The noise level in the work environment is varies from quiet to very loud noise.


Range: 64 Annual Salary: $50,754 - 87,377
