Building Inspector l Job Description
Summary: Performs technical work involving the inspection of buildings and building construction for conformity to municipal and state building codes and other regulations, and the inspection of residential properties and the enforcement of housing codes.

Supervision Received: Building Official

Essential job Functions: (May not include all of the duties performed)
1. Conducts inspections of residential and commercial structures to determine compliance with municipal and state codes and to identify any required corrections in structural, mechanical, fire resistive and environmental systems.
2. Counsels contractors and other interested parties regarding repair of defects, materials and methods of installation; inspects rehabilitation of structures by on-site visits.
3. Reviews and approves building plans; inspects structures for compliance of construction, alterations and repairs with approved building plans, building and safety codes; issues a variety of permits.
4. Checks the methods and quality of building materials used for wood framing, plastering, pouring of concrete, masonry, reinforcing steel, steel erection and the like.
5. Inspects site preparation of slab construction for accessory buildings, including the type and placement of reinforcements, thickness of materials, placement of expansion joints, and placement of moisture barriers; inspects framing in progress and upon completion for adherence to proper nailing techniques, use of proper sized materials, and adherence to various code requirements.
6. Inspects methods, practices and materials of installing stairways, handrails, bracing and fire escapes; inspects boilers, furnaces, fire places, wood burning stoves, ventilation and exhaust systems, ranges, ovens and the like.
7. Consults with engineers, architects, developer, contractors, and owners regarding the provisions of the codes, ordinances, laws, design criteria and zoning requirements.
8. Searches real estate records to ascertain and verify property ownership.
9. Performs a final inspection of a completed building or dwelling, including driveways, landscaping and exterior materials such as siding and painting.
10. Enforces provisions of other ordinances, as required.
11. Performs other related duties as assigned.

Minimum Qualifications:
1. Considerable knowledge of the principles and practices of building construction.
2. Considerable knowledge of the practices and codes pertaining to a special area of inspection such as mechanical.
3. Considerable knowledge of methods, materials and techniques used in the construction of both large and small structures.
4. Considerable knowledge of the methods and techniques of building inspection.
5. Knowledge of the various codes to be enforced.
6. Knowledge of legal procedures involved in enforcing building codes and ordinances.
7. Ability to keep records and prepare reports.
8. Ability to inspect works being performed to determine adherence to code.
9. Ability to review, read, and interpret building construction details and plans.
10. Ability to establish and maintain communication effectively, both orally and in writing.
11. Ability to operate a motor vehicle.
12. Ability to bend and walk, climb and maneuver on uneven terrain. Ability to climb stairs.
13. Ability to visually detect code violations and to determine appropriate remedial actions.
14. Ability to write violations and citations.
15. Working knowledge of modern office equipment.
16. Ability to understand and follow oral and written instructions.

Education: Graduation from high school.

Experience: Five years of experience in the construction industry

Necessary Special Requirements: Possession of a valid North Dakota driver’s license.

Physical Demands:
While performing the duties of this job, the employee is frequently required to stand, walk, talk and hear; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms. The employee is required to stop, kneel, crouch or crawl. The employee is occasionally required to sit; climb or balance; and taste or smell. The employee must occasionally lift and/or move more than 75 pounds and regularly lift and /or move up to 25 pounds. Specific vision abilities required by this job include distance vision, close vision, peripheral vision, and depth perception.

Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee frequently works near moving mechanical parts. The employee occasionally works in outdoor weather conditions; in high, precarious places; on slippery surfaces; is exposed to risk of electrical shock and is subject to vibration.
