JOB SUMMARY
Develops, implements, controls and evaluates health care delivery programs and operations that provide a full range of services to Native American clients within the scope of Indian Health Service guidelines. In accordance with federal law, priority will be given to qualified Native American applicants.
DUTIES AND RESPONSIBILITIES include the following. Other duties as assigned.
Provides health care services to Native Americans within the service area by planning, developing, implementing and evaluating heath care delivery programs and operations.
Directs, supervises, educates and evaluates work activities of the Health Services Supervisor, Contract Health Services Supervisor, Community Health Nurse, Assistant Clinic/CHR Program Supervisor, CAC, Certified Coder, Billing Clerk and Reimbursement Collections Clerk.
Acts as the liaison for the Paiute Indian Tribe for contractual agreements related to health care between the State, Federal Government and Indian Health Service.
Represents the Tribe on health related issues with State, Federal and local agencies and serves on committees as a tribal representative with approval from the Tribal Council.
Works on contract issues with other agencies including medical providers.
Meets with the Tribal Council as needed to discuss situations regarding State, Federal or other agency programs and the development of new resources.
Works with IHS on funding, programs and compliance requirements.
Develops health programs using present and future population growth rates.
Communicates eligibility for services, clinic operations and tribal and other assistance programs to the Bands as needed.
Determines CHS eligibility for Native Americans and others that qualify for services under IHS regulations.
Develops and enforces policies for the Health Department using PITU policies and procedures along with State and Federal guidelines and regulations.
Coordinates resources with other agencies for additional services to Native Americans.
Works with State and Federal agencies on policy issues that affect the Tribe.
Works closely with providers in negotiating services for CHS eligible clients.
Negotiates contracts with vendors and providers for needed services.
Reviews and authorizes Health Department and clinic bills for payment.
Tracks all funds received through the clinics.
Provides the day-to-day management of the Health department.
Coordinates and insures quality assurance, continuity of care, patient rights and the highest possible standard of health care for the clients.
Promotes morale, understanding, cooperation, efficiency and purpose among employees based on fairness and equality.
Monitors expenditures for medical services within allocations.
Develops, implements and evaluates methods to ensure effective and efficient use of equipment and other resources while maintaining patient care and program standards.
Prepares narrative reports as required by the funding agencies.
Administers programs in accordance with contract guidelines, policies and applicable local, State and Federal laws.
Develops annual goals and objectives with the assistance from supervisors and staff to meet long range strategic planning targets, and ensure goals are achieved or revised as necessary.
Develops partnerships and coordinates with other tribal departments and outside agencies to increase services and extend program dollars.
Educates outside agencies on the unique health needs of Native Americans.
Develops new programs and expansion of services.
Works with department supervisors to plan and organize training for staff and participates in guidance and educational programs.
Works with other departments to ensure that all contracts requirements are met.
Ensures that administrative records, including by-laws, policy and procedure manuals, contracts and credentialing processes are kept up-to-date and are easily accessible.
Keeps current on all developments in the health care arena on local, State and national levels and assists in educating the Tribal Council and staff so that they can proactively respond to opportunities and changes.
Maintains membership in local, regional, State and national organizations and associations that further the goals of the Tribe and eligible beneficiaries.
Provides advocacy and leadership on issues and opportunities which impact health care that can improve the quality of the life for Native Americans.
Monitors the changing needs in community health care and evaluates the ability of the clinic’s programs to meet those needs.
Develops and oversees risk management programs and creates high standards of care.
Actively participates in continuing education opportunities and management networking to stay abreast of the complexities of the modern health care delivery and systems of managed health care.
Ensures quality professional care for services to Native Americans.
Uses judgment, initiative and resourcefulness in departing from traditional methods and adapting new procedures or approaches to health care.
Requires frequent travel to fulfill job responsibilities.
GENERAL REQUIREMENTS
Must have a valid driver’s license and be insurable.
Must be able to pass a drug and alcohol screening.
Must be able to pass a background investigation.
QUALIFICATIONS
Education and Experience:
Bachelor’s degree in health administration or related field and a minimum of 8 years experience working in the health care industry, with three years in a management level position or
Masters degree in health administration or related field and a minimum of 5 years experience working in the health care industry, with three years in a management level position.
Experience with working with an Indian Health organization preferred.
